Three Projects Across Two Practices
Dr. Ben Tolley has been a Liberty Construction client since 2022. The partnership spans three projects across two general dentistry practices: the original expansion of Tolley Dental of Winchester in 2022, a new design-build office for Tolley Dental of Woodstock in 2024, and a second Winchester expansion that began in August 2025 and reached substantial completion on January 29, 2026. Each project called for a different approach, from bringing existing suites together into one cohesive office to building a complete practice inside a first-generation cold dark shell.
Expanding Tolley Dental of Winchester
Liberty Construction first expanded Dr. Tolley’s general dentistry practice at 136 Linden Drive in Suite 100 under a contract signed in August 2022. ALine Architecture handled both the architecture and the interior design as the construction team remodeled the existing office into a single cohesive suite. When Dr. Tolley purchased the remainder of the building, he brought Liberty Construction back to build out Suite 104 next door, with A & I Design preparing the permit set and Z-Dimensional handling the interiors. That second Winchester dental office expansion added 3,041 square feet and eight new treatment rooms to the practice.
Preparing Suite 104 for Construction
The Suite 104 buildout started with full demolition of the previous tenant’s walls, flooring, and fixtures. The only item salvaged was the existing Mitsubishi HVAC wall unit serving the IT closet. Stambaugh Masonry infilled brick at two former exterior doors and two through-wall air conditioning units the previous tenant left behind, which squared up the envelope for the new floor plan. Before any plumbing or electrical went in the ground, Liberty Construction performed GPR scanning and core drilled the slab. Because the suite sits in an existing occupied building, verifying conditions within the concrete was essential.
Building for Sound Control and Daily Use
Liberty Construction framed the new partitions in 3-5/8" 20ga metal stud at 16" on center with 1/2" drywall carried 6" above the ceiling, batt insulation in every closed room, and a Level 4 finish throughout. The compressor room received full-height walls with batt insulation, one layer of QuietRock on the inside, and 5/8" drywall on the outside to keep equipment noise from carrying into the clinical areas. Restroom and equipment room walls were waterproofed 6" up from the floor with a liquid membrane. The team installed fourteen paint-grade 7'-0" solid wood doors and two sets of bi-folds with glass inserts per Z-Dimensional’s door schedule, all on Schlage Latitude levers and ADA hardware matched to the existing side of the practice.
Matching Finishes Throughout the Winchester Office
Because Suite 104 had to read as one office with the space Dr. Tolley already occupied, matching finishes drove most of the material selections. Winchester Flooring served as the project’s flooring vendor. Liberty Construction installed COREtec and ShawContract flooring matched to the existing side over self-leveled concrete with 4" wood base. Armstrong Ultima 2x2 decorative acoustical tile in white 15/16" grid matched the existing ceilings, with drywall ceilings at the hallway sink nooks and the X-ray room. Sherwin-Williams Duration latex was used on all walls and paint-grade doors, along with wallcoverings WC-1 through WC-8 per the Z-Dimensional finish schedule.
Equipping Eight New Treatment Rooms
Clinical infrastructure is a critical component of a dental office buildout. Liberty Construction ran dual delivery air and vacuum lines to all eight treatment rooms, at both the rear wall for the owner-provided carts and the toe of each chair, and tied them into the vacuum pump and compressor in the mechanical room. Each treatment room received medical-grade wiring, a surface-mounted 120v duplex floor box at the toe of the chair, and blocking for a ceiling-mounted monitor and exam light.
Coordinating Equipment, Power, Lighting, and IT
Benco Dental served as the equipment vendor, and Liberty Construction provided dedicated power for the Benco Dental X-ray, four dedicated outlets for lab and sterile equipment, and two dedicated breakroom circuits. The team replaced the existing 60A subpanel with a new 100A panel and relocated a second 100A panel to suit the new plan. Lighting consists of 5" round LED downlights in the non-clinical areas and architectural 2x4 direct and indirect troffers in the clinical areas, with occupancy sensors, battery backup wall packs, and exit signage per Winchester code. Additional blocking was provided for DTC, Dr. Tolley’s IT contractor, at the network rack in the IT closet and the reception monitor.
Building Tolley Dental of Woodstock from the Shell
Tolley Dental of Woodstock was the second office Liberty Construction built for Dr. Tolley and the first completed from an unfinished shell. The project started as a first-generation cold dark shell at 1065 S Main Street. Liberty Construction delivered the 3,350-square-foot buildout design-build with ALine Architecture on the architecture and Z-Dimensional on the interior design, starting on site in July 2024 and reaching substantial completion on October 31, 2024—a little over three months of construction for a complete general dentistry practice.
Selecting Flooring for Each Woodstock Space
Flooring is ShawContract luxury vinyl tile throughout, specified room by room. The main office is Soundscape 5mm in Sand, 6" by 48" plank. The imaging room is Natural Choreography 5mm in Mystic at 18" by 18", with a Soundscape plank border in Ink that creates a deliberate inset. Restrooms are Function + Flow 5mm in Transition. All flooring is paired with Tarkett Johnsonite Baseworks 4-1/2" rubber wall base in Icicle.
Detailing the Reception Area and Corridors
The front of house carries the detail work. The check-in and check-out desk is faced in Waves Lion fluted 3D honed marble tile in white and black, 12" by 24", set vertically and stacked with Laticrete Bright White grout. Burger Cabinets built the casework. Liberty Construction installed decorative wall moulding frames across the waiting area walls and down the main corridor behind the 12 o’clock walls, painted in Sherwin-Williams Pure White with Commodore on the inner frames. That treatment gives the corridor depth without adding millwork the staff has to work around. The rest of the palette, specified by Z-Dimensional, runs Pure White and Griffin.
Installing Complete Building Systems in Woodstock
Building a dental practice inside a cold dark shell requires every system to be installed from the beginning. There was no HVAC, no distribution, no plumbing rough-in, and no ceiling to work from, making careful construction sequencing essential. ALine Architecture handled permit drawings, code analysis, and engineering coordination for Shenandoah County, and Liberty Construction carried the mechanical, electrical, and plumbing scope from the shell forward. ALine has been Dr. Tolley’s architect since the original Winchester expansion, where the firm covered both architecture and interior design.
Supporting a Continuing Practice Expansion
Together, these projects reflect Liberty Construction’s continuing relationship with Dr. Tolley: expanding his Winchester practice in 2022, delivering his second office in Woodstock in 2024, and returning to Winchester for the additional 3,041 square feet and eight treatment rooms completed in January 2026.
